PERMITTING ISSUES

Utilities located in the county road right-of-way require approval through a permitting process. The county Utility Road Crossing Inspector will assist in ensuring county regulations are met in order to issue a permit. The compliance will cover right-of-way obstruction, diversion of water, and damage to the county road.

There is an application fee for a Utility Road Crossing Permit as required by Title 4 – Construction within Public ROW or Across County Road Order.

PERMITTING PROCESS

Generally, the permitting process goes as follows:
  • Submit an application to the Comal County Engineer's Office (CCEO) along with the permit fee
  • The Utility Road Crossing Inspector will arrange to meet the applicant on site to finalize the application
  • The Utility Road Crossing Inspector will issue a Permit to Construct
  • When construction is complete, the applicant will contact CCEO
  • The Utility Road Crossing Inspector will perform the final inspection
  • The Comal County Engineer's Office will issue the Utility Road Crossing Permit
