Private Improvement within the Public Right-Of-Way (PIPROW) Permit

 

A driveway installation, modification or any other type of work, i.e. landscaping, that takes place within the public right of way requires a permit in advance.

 

A Right Of Way Inspector will assist with ensuring county regulations are met in order to receive a PIPROW permit. This compliance will cover right-of-way obstruction, diversion of water, and damage to the county road.

 

There is a $25 application fee for a PIPROW Permit as required by Title 4 - Construction within Public ROW or Across County Road Order.

 

 

Permitting Process:

 

  • Submit an application to the Comal County Engineer's Office along with the permit fee
  • The Right Of Way Inspector will arrange to meet the applicant on site to finalize the application. Normally a Permit to Construct will be issued during the meeting
  • Construction of a driveway must comply with the Driveway Detail Standard
  • When construction is complete, the applicant will notify the County Engineer in writing and schedule a final inspection, this is the final step for approval
  • The Comal County Engineer's Office will issue the PIPROW Permit
  • Most often a permit is issued upon completion of the final inspection

Utility Permit

 

Installation, maintaining, relocating utilities located in the county road right-of-way require advanced approval through a permitting process. A Right Of Way Inspector will assist in ensuring county regulations are met in order to issue a permit. The compliance will cover right-of-way obstruction, diversion of water, and damage to the county road.

 

There is an application fee for a Utility Road Crossing Permit as required by Title 4 - Construction within Public ROW or Across County Road Order.
