PERMITTING ISSUES

Driveways that connect to a county road require approval through a permitting process. The county PIPROW (Private Improvement in the Public Right-of-Way) inspector will assist in ensuring county regulations are met in order to issue a permit. This compliance will cover right-of-way obstruction, diversion of water, and damage to the county road.

There is a $25 application fee for a PIPROW Permit as required by Title 4 - Construction within Public ROW or Across County Road Order.

PERMITTING PROCESS

Generally, the permitting process goes as follows:
  • Submit an application to the Comal County Engineer's Office (CCEO) along with the permit fee
  • The PIPROW inspector will arrange to meet the applicant on site to finalize the application   
  • The PIPROW inspector will issue a Permit to Construct
  • When construction is complete, the applicant will contact CCEO
  • The PIPROW inspector will perform the final inspection
  • The Comal County Engineer's Office will issue the PIPROW Permit
