In accordance with the Rules of the Texas Natural Resource Conservation Commission (TNRCC) Chapter 285, On-Site Sewage Facilities, a Permit of Authorization To Construct is required before facility construction begins.

Before a Permit of Authorization to construct will be issued by this office you must have the following: Planning Materials/Site Evaluation as required by the TNRCC Rules for on site sewage facilities chapter 285.5, Submittal Requirements for Planning Materials and Chapter 285.30, Site Evaluation. An approved Flood Plain Development Permit as per Chapter 6, Sec. 6.02 A 2, of the Comal County Rules for On-Site Sewage Facilities. A Permit Of Authorization to Construct may be withheld for, included, but not limited to, the following reasons: Information missing, omitted, or contradictory on the application as required in Chapter A 285.5 285.30 of TNRCC Rules for on site sewage facilites. A food Plain Develpment Permit not bring issued. Noncompliance with the Comal County Subdivision Regualtions. INSPECTION REQUIREMENTS Three inspections are required as the system is installed. This office must be notified as least one day (24 hours) before an inspection is needed. If the system fails or is not ready to be inspected when the Designated Representative arrives, the installer is responsible for a $40.00 reinspection fee. These requirements also apply to on-site sewage facilities in need of alteration or repair. After all the inspections and approval of the facility is completed, the applicant will be issued a Permit of License to Operate. The permit license to operate is required before a facility is put into use.
